The dragon represents the untrained mind. The skulls at bottom symbolize the impermanent nature of existence. The Buddha arising from the flames of the dragon represent enlightenment and the capacity of an individual to achieve Buddhahood, or liberation of mind-stuff through the practice of meditation.
